Я вообще не понял как туда вводить команды, а вот в игровой чат вводится. Мне не понятно причем здесь bootstrapper

I'm not sure what you mean with 'everywhere', but in the case of general_inventoryUpdateNote, the /sync command is meant to be typed in the in-game text chat.

Please do not put this in your translation as it would be unfaithful to the English original; propose a change the English original if you think it's not specific enough.
