On live it also sends inbox messages?
And what does it do with PersonalTechProjects, completes them or just give corresponding ShipFeatureItems?

After gifting the Railjack Starter Pack, the receiver automatically (even without accepting the gift) completes the Rising Tide quest without any quest messages. PersonalTechProjects is not even created, only /Lotus/Types/Items/ShipFeatureItems/RailjackCephalonShipFeatureItem gets added to the ship features.
