Just to optionally re-generate certain parts of WorldState, to re-randomize things or force specific seeds. It would also allow to make things feel more unique (e.g. one person's hosted SNS server has different Sorties than another person's server). It would also come in handy for debugging stuff, to be able to generate next Sorties, just to see if something is broken/missing (for example I don't know yet if Deimos Sorties like Exterminate show up in SNS, as those are a thing on Live apparently).
