For example: I have already completed The New War and claimed the rewards. However, when I restarted and completed the quest again, all previously awarded rewards were issued a second time. This should not happen; rewards should not be reissued upon replaying the quest.

I have already completed 'The New War' quest and claimed its rewards. Upon replaying and re-completing the quest (a second time), the mission rewards were issued to me again. According to game mechanics, rewards for a quest should only be claimable once and should not be reissued upon subsequent completions. Screenshots of the specific rewards received are attached.

Hmm, so I'm guessing the att on any quest inbox messages should just be cleared upon a replay.

Yes, not only should they be deleted, but quest reward items should also never be added to the inventory again.
