When you click "Unlock all missions" button, while it says 254/254 in profile, the Sedna Junction still be uncompleted and lack of 1000 Mastery Points in profile (26519/27519). It will register a "PlutoToSednaJunction" as completed in "Missions". But the Sedna Junction on Pluto was removed in Update 39.0. It should be "ErisToSednaJunction" now, I guess?

I think that it's what causes issue #2395.

P.S: With "Unlock all missions" button, missions that don‘t have a The Steel Path mode, like Empyrean quests, will display as The Steel Path completed in-game, too.

Also just realised you reported 2 issues in one ticket (don't do this), but I can tell you right now, this is not an issue. Here's what railjack looks like for me on live, it seems to copy the completion status from the respective non-railjack planet.
