Simply because the user can get confused as to why their setting changes did not apply, just because they didn't see that button that is at the very bottom (which on a normal 1080p monitor you won't see at first). This already had become an issue for one user on Discord, who didn't know that there's a save button at the very bottom. Having it at the top would probably make more sense.
