is there a method to generating/updating an automatic worldstate?
I assume bounties come from worldstate.json in fixed responses

It's probably the best, to make them sync with the official PC worldstate, assuming bounties are listed there in public. So that the own server grabs it from official server every now and then

We should implement all the relevant logic in the server itself and not have it rely on the official servers in any way.

That's useful but i think it would be better to be able to automatically generate our own, offline.
Mainly because, in the far future, if warframe ever shuts down, we would lose access to the public servers
