I got this after creating a solo clan on Live.

This message seems to be given once. Deleting the inbox message and the clan and making a new one doesn't seem to re-trigger it, at least so far on my end.

That message doesn't read like you're supposed to get it for creating a clan.

I'll re-check that some day on another new fresh account. If creating a clan doesn't do it (if its unrelated to that), then maybe I wonder if opening the clan tab/menu the first time or something else triggers the inbox message.

It's reaching MR2:

Clan advertising
When the Tenno reaches Mastery Rank 2, Maroo will send them a message if they are not yet affiliated with a clan.
