Simaris Incorrectly Shows Rank Up Reward Screen #1688

When viewing Simaris Syndicate from the orbiter panel he prompts you to choose a rank up reward every time you click him.

This of course doesn't work and shows a empty screen instead. Pressing exit allows to continue viewing the syndicate and clicking the button to go to Simaris in a relay.

Having currently a similar case where going to the left on the Simaris room, the Research thingy, shows first an empty Rank Up Reward screen. So far I only have this on my old emu acc and not on a fresh one, but I'll do some more testing :|
