For "Whispers In The Walls" and whatever else was missing. Just copied every quest from the inventory on my personal account which has every quest completed.

I think these quest keys never did much if anything.
I think the client needs more data. Could someone confirm that the current form of allQuestKeys does nothing?

It certainly does impact which quests are available to be selected in the Codex. This change just updates the list so all of them are available (as of present).
