Be able to select players for giving access to Council Chat in-game (for example via WebUI or some config setting). Typically Founders (not sure if all), DE staff but also normal players (that are very active on forum and have a relationship to DE) usually have access to it. IIRC the names of normal players there are also kinda orange (but I suppose that's handled in the client)
