On multiple new accounts created with no unlocked quests or nodes, the game repeatedly claims Steel Path related issues/bonuses, despite otherwise behaving as normal. Every open world denies entry on the basis of being Steel Path locked until a normal non-introductory, non-quest bounty is completed, the selection relic menu talks about Steel Essence.

This is an issue with the game. I've had this on live with alt accounts as well. You need to ensure you're not on steel path mode before logging out.

So steel path is one of the things that the game... caches instead of store in a database. That's... good to know, I suppose.
